Last week we saw the joint statement of the Government of Canada and the Bank of Canada on the Renewal of the Monetary Policy Framework and also OSFI (Office of the Superintendent of Financial Institutions) confirmed that the minimum qualifying rate for uninsured mortgages will remain the greater of the mortgage contract rate plus 2 percent or 5.25 percent.

In the same week, Toronto City Council voted against considering a motion to formally request that the provincial government impose another tax on the sale of non-principal residences, referred to as a “speculation tax”. As a result, this motion has been referred to the City’s Executive Committee for review.

The announcements seem like a continuation of the status quo and will not have any tangible effect on cooling the housing markets.
